US will hold Pakistan accountable for defense spending, recommended in US State Department transparency report

  At a time when Pakistan is struggling for economic stability, facing growing budgetary pressures and expecting significant external funding and investment, the US also wants to hold it accountable for its sensitive defence spending. Expressing concern over misuse of the secret budget, the US has urged Pakistan to subject its defence and intelligence budgets to parliamentary or civilian scrutiny, calling it an important step towards increasing fiscal accountability and transparency. The recommendation was included in the US State Department’s 2025 Fiscal Transparency Report released on Friday. The annual assessment reviews budgetary information from various governments and focuses on how well states report, account for and manage their funds. The report said the military and intelligence budgets were not subject to the required parliamentary or civilian public scrutiny. Steps that Pakistan can take to improve fiscal transparency include subjecting the budgets of the military and intelligence agencies to parliamentary or civilian public scrutiny. According to the Dawn report, the State Department also urged Pakistan to publish its executive budget proposal on time. The assessment said that the government did not publish its executive budget proposal within the stipulated time frame. Releasing it earlier would provide an opportunity for meaningful debate and scrutiny. On providing information on debt, the report said that the government has made public only limited information on the debt and related liabilities of major government enterprises. The report also recommended providing detailed information on government debt liabilities, including debt to government enterprises.
