Illegal Mining row: High Court seeks detailed report from Ropar Deputy Commissioner

  Illegal Mining row: Taking serious note of allegations of large-scale illegal mining in the confluence of Sutlej-Swan rivers near Agapur bridge in Ropar district, the Punjab and Haryana High Court, in an order issued on May 29, directed the Ropar Deputy Commissioner to inspect the spot and file a detailed affidavit on the matter.

The court has warned that if any illegal mining activity is found, the concerned officials will be held personally responsible. The directions were given by a division bench comprising Justice Ashwani Kumar Mishra and Justice Rohit Kapoor while hearing a civil writ petition filed by Prem Dutt Sharma, a 70-year-old resident of Takhtgarh village in Ropar district, seeking judicial intervention to stop the large-scale illegal extraction of sand, gravel, stones and other riverine material around the Agapur-Anandpur Sahib bridge. In the petition, Sharma alleged that extensive excavation activities are being carried out in and around the confluence of the Sutlej and Swan rivers, resulting in serious environmental degradation and destruction of an ancient natural landform called Qawanwali Belly, which acts as a hydrological barrier between the two rivers. The petitioner claims that these mining activities are being carried out without obtaining mandatory environmental clearances from regulatory authorities including the Ministry of Environment, Forest and Climate Change and the Central Pollution Control Board, which is a violation of environmental laws and poses a threat to public safety, environment and the structure of the bridge.

Sharma also mentioned the inconvenience being faced by local residents due to mining-related traffic, including heavy-laden trucks using narrow village roads, creating dust, noise pollution and safety hazards. During the hearing, the High Court noted that photographs have been placed on record by the petitioner which support these allegations and the bench directed the Deputy Commissioner of Ropar to conduct an inspection and file an affidavit.

The next hearing of the matter will be on June 8, when the court will consider the report submitted by the district administration.
